I have right of way at the mark — do I still owe the other boat room?
Yes, in the zone. Rule 11 gives the leeward boat right of way over the windward boat, but at the mark Rule 18.2 can require the outside boat to give the inside overlapped boat mark-room regardless of that right of way. Right of way and mark-room are separate obligations that both apply at once.
