I broke a right-of-way rule and touched the mark in the same incident — do I owe two penalties?
No — one is enough. Under Rule 44.1(a), a boat that breaks a right-of-way rule and touches a mark in the same incident does not take a separate penalty for touching the mark: a single Two-Turns Penalty covers both. That penalty is two full turns in the same direction — two tacks and two gybes (Rule 44.2) — taken promptly after sailing well clear of other boats.
