The outside boat was entitled at the zone — does she still owe mark-room once I get inside?
Yes. Once Rule 18.2(a) switches on at the zone, the boat required to give mark-room keeps owing it for as long as 18.2(a) applies — even if she later becomes overlapped inside. The inside boat's gybe and luff to round are her proper course within the room she is entitled to, so she is exonerated under Rule 43.1(b). Fail to give the room and you are penalised; if there is contact, Rule 14 and any damage come into it too.
