I was forced to tack in the incident — does that tack count towards my penalty turns?
No. A Two-Turns Penalty under Rule 44.2 is two complete turns in the same direction including two tacks and two gybes, and the penalty only begins after the boat has sailed well clear of other boats (Rule 44.1). A tack you were forced to make during the incident is not part of the penalty. Count only what happens after you get clear — here that came to two gybes and one tack, one turn short.
