Same tack, overlapped — does leeward or windward have right of way?
When two boats are on the same tack and overlapped, Rule 11 applies: the windward boat must keep clear of the leeward boat. This is different from Rule 10, which only governs boats on opposite tacks — don't confuse the two when a crossing looks like a port-starboard situation.
